Niko Bellic's road to Liberty City is rebuilt with a flashback prologue, merging the Episodes from Liberty City into one campaign where Johnny and Luis are unlocked through the main story. All three playable characters return in a newly remade Liberty City, with flashback missions woven throughout the checkpoint chapters of each character's story. It opens with a prologue mission showing how Niko ended up on the freighter ship to Liberty City — what happened to Dimitri's drug ship, a sea shootout when Yugoslav gangsters hijacked the freighter, and how Niko survived nearly drowning. Niko's flashbacks draw from the 1990 Yugoslav wars, Luis's introduce a snowy 2002 Chicago — a drug deal gone wrong, escaping the city with his friends Henrique and Armando, alongside Henrique's brother Javier, who survives the early flashback missions and only dies during the final flashback of the escape — and Johnny's are traumatic flashbacks of mid-90s Vice City — run out of the city by rival bikers, barely escaping the drug war alongside Ashley and Jim.
